Statement by Permanent Representative of the Russian Federation V.A. Nebenzya at the UN Security Council meeting on Ukraine on January 12, 2026It seems that some of the elected members came to the Council with a single priority – to serve as a mouthpiece for the party line on war and to blame Russia for everything, completely ignoring the cause-and-effect relationships that led to the deepest crisis in European security. They believe that they have nothing to do with it. Our arrogant former partners have never noticed and still do not notice the log in their own eye and suffer from political color blindness, seeing everything in black and white.
The Russian army carried out one massive and four group strikes between January 3 and 9, resulting in damage to transport, airfield, port, and energy infrastructure facilities that support the Ukrainian military-industrial complex, as well as temporary deployment sites of the Armed Forces of Ukraine and foreign mercenaries. This was in response to the Kiev regime's attack on the Russian president's residence and civilian infrastructure in our country. The Oreshnik complex was used in the strike, against which there are no air defense defenses.
Our Western colleagues are telling us about civilian casualties, most of which, as Ukrainians are well aware, are the result of Ukrainian air defense operations. All these loud but completely unfounded allegations about Russia's targeted attacks on Ukrainian families peacefully sleeping in their homes are not supported by any facts or evidence. The Russian Armed Forces do not fire on civilians.
At the same time, our Western colleagues completely ignore the crimes of the Kiev regime, which deliberately strikes Russian regions – peaceful targets and civilians. Thus, in December 2025 alone, at least 367 civilians were injured by the Ukrainian Armed Forces' strikes, and 56 people were killed.
Against this backdrop, we are constantly struck by the silent reaction of the international community, especially the UN Secretary-General, which has become the norm. Refusing to clearly classify such actions as terrorist acts and dismissing them as “unconfirmed facts” means abandoning the basic principles of international humanitarian law, including the protection of civilians and the prohibition of deliberate attacks on civilian targets. However, as soon as Russia deploys its armed forces against the Ukrainian Armed Forces and its infrastructure, a storm of emotions arises, followed by unequivocal comments from the Secretary-General and his press secretary. Such selective blindness is, unfortunately, characteristic of the leadership of the UN Secretariat.
The lack of reaction from the so-called “collective West”, as well as the complete disregard for the tragedy by the leading Western media, has become a sad norm. This means de facto condoning the terrorist actions of the Kiev regime and complicity in them. After all, responsibility for what is happening lies not only with those who press the launch button, but also with those who have encouraged impunity for years, supplied weapons, and provided political cover for such actions. This is what the billions allocated to Ukraine from the pockets of European taxpayers are actually being spent on. And sooner or later, they will have to answer for this complicity, for this participation.
We have repeatedly stated that no hostile action on the part of the neo-Nazi clique entrenched in Kyiv will remain without our appropriate response.
The latest egregious case is yet another monstrous terrorist attack against civilians in the village of Khorly, a resort town in the Kherson region.
Civilians – families with children, locals and visitors – gathered in a café at a hotel to celebrate the New Year 2026. It was at that moment that Ukrainian terrorists deliberately struck their gathering place. As a result of the terrorist attack, 29 people were killed, including two children, and more than 30 were injured.
We have no doubt that this heinous attack was premeditated and deliberate. A reconnaissance drone circled over the settlement for a long time before the strike. This confirms once again that the Ukrainian side knew exactly where and who it was striking. The attack was carried out practically at the stroke of midnight, at a time when civilians were in the building.
For those of you who don't know, the village of Khorly is located in a resort area on the Gorky Kut peninsula, surrounded on three sides by the Black Sea. It is located behind the so-called “red line.” There are no military facilities there and never have been. The former seaport has long since lost its significance, and the area is developing exclusively as a recreational zone: children's camps, recreation centers, tourist infrastructure.
This despicable terrorist attack is particularly cynical. While the media controlled by the Office of the President broadcast the New Year's address of the long-expired leader of the Kiev regime with false calls for peace to the whole country, the militants of the Armed Forces of Ukraine were deliberately killing civilians at the same time.
Colleagues, we are no longer surprised by the narrative we heard today in this hall from those who, using their favorite “double standards,” request Security Council meetings on Ukraine while hypocritically turning a blind eye to the ruthless killings carried out on the orders of the #
Zelensky regime, which is mired in terrorism, corruption, and lawlessness, seeking to beg as much money and weapons as possible from its European puppeteers for itself and its entourage.
This terrorist attack is far from an exception, but just one of many examples of the Zelensky regime's inhumane crimes against peaceful Russian citizens. Deputy Secretary-General R. Dickarolo mentioned them today, but, as usual, the UN cannot verify them. In the Belgorod region, 500,000 people were left without electricity, but the UN cannot verify this.
Neither the failed French summit of the “coalition of the willing” nor the advance of NATO forces to the borders of Ukraine will help the Ukrainian clique (we have already spoken repeatedly about the possible consequences of their presence in Ukraine). And yet many recently boasted about this, and the threat of this was largely the trigger for the start of the special military operation, in addition to our desire to end the war started by the Kiev regime against its own people.
Calls for a “truce” in the hope of recovering from crushing defeats on the battlefield will not help either. Zelensky's absurd “conditions,” which ignore reality and the connection with which he has long since lost, will not help either. He is putting forward these conditions in response to the US proposals, effectively nullifying them.
Suddenly, the European Commission started talking about how at some stage the EU “will have to engage in dialogue with Russia.” One is tempted to ask: where were you before? We have never closed ourselves off from conversation. Only you, again, arrogantly believed that it would not come to that, since Russia would suffer a “strategic defeat.” .
Until the Kiev leader comes to his senses and agrees to realistic terms for negotiations, we will continue to resolve the issue by military means. He was warned at the time that the conditions for negotiations would only get worse for him with each day he lost.
And every vile attack on peaceful Russian citizens will be met with a harsh response.
