In which order do I have to disconnect/connect the servers, and when do I have to do the database backup and importing?

I'd say:
prepare new server
stop web server, disable cronjob, apply IP-change for DNS resolution from the old to new server
create backup of files & db
restore at new server
if you want to be extra kind, restart web server on the old server with a notice "hub has moved, this change needs to be propagated and may take up to 24 hours to reach all corers of the net, please try again later. You may try to speed things up if you can reconnect your router, reconnect your device or attempt a reboot. But there's no need, your system's name resolution will update automatically eventually."
If this is a direct replacement, i.e. the IP remains the same just skip the last part.

When restoring the DB on new server make sure the internet traffic is not yet going in (do have proxy or http server down) otherwise you can corrupt the DB.
